The US is one of the few countries that still won't recognize global warming as a fact, that combined that the US is the largest consumer on the world and the fact that it won't agree to sign any environmental agreements obviously makes the US an important subject in the movie. It's not supposed to? make Americans look bad, it wants people to think and do something about it. Don't just dismiss the movie as stupid.
